The Baltimore City Human Trafficking Collaborative is a diverse group of Stakeholders working in a collaborative effort to combat both Sex and Labor Trafficking in the City of Baltimore.
The BCHTC Works by:
Raising awareness through education, law enforcement training, and media campaigns
Supporting both State and Federal investigations and prosecutions of Traffickers
Supporting human trafficking survivors by providing them access to quality services through a victim-centered, trauma-informed approach
The Baltimore City Human Trafficking Collaborative was started in December of 2017. The Collaborative is a diverse group of stakeholders working together to stop human trafficking across the City of Baltimore.
The Collaborative is made up of stakeholders from the Mayor’s Office, City Council members, law enforcement, prosecutors, public defenders, judiciary, city and state agencies, health care professionals, victim service professionals, and more. The collaborative operates under the umbrella of the Maryland Human Trafficking Task Force, which was started in 2007.

Victim Services Committee: assesses the capacity of Baltimore City victim/survivor services to assist people who have been impacted by human trafficking.

Public Awareness Committee: focuses on outreach and education, bringing awareness to the public indications of human trafficking as well as how to prevent/combat human trafficking in your community. Additionally, we provide vital educational resources to professionals and the general public.

Law Enforcement Committee: dedicated to supporting all Investigative issues involving Human Trafficking connecting to the Baltimore City area. The group currently hosts local, state, and federal investigators, local and federal prosecutors, and other supporting agencies likely to identify or protect potential victims of human trafficking. Attendees share their experiences, insights, and current trends in the fight against human trafficking.
